The instructions are very simple: Just apply a few coats of polyurethane (clear, satin finish) to the tablecloth, allowing it to dry fully in between. I'm all for DIY projects, but I don't imagine a tablecloth is going to make much of a rug. It may be spill proof, but I would imagine as soon as you walk on it a few times, it would get torn.
