If none of those steps worked, try chlorine bleach--if your fabric can handle it. If not, it's time to bring out the big guns--specialized fabric and upholstery stain removers. Wash curtains thoroughly after trying each product. Hopefully a combination of the chemicals and repeated washing will rid your curtains of mildew!
