I'm sorry that you're also experiencing problems with Microsoft Cashback, but this kind of problem is often not a hardware or software type of issue, but more like a network cause or a design flaw.
How do I stop this? At the time of writing, I've received over 47 Microsoft Cashback notification emails in the last 21 hours. I've blocked the sender. Marked as spam. Reported for phishing AND spam. Created multiple filters to delete any email meeting the criteria. Opted out of all Microsoft Rewards communication.
