The East Baton Rouge Public Library was established in 1939 with the donation of second-hand collected books from the city. Quick to expand, the library had eight branches within its first three years as a system. [4] Since 1986, the library has been funded by a 10-year dedicated property tax.
The current state library was not the first. The Louisiana State Library was created in 1838. It was originally located in New Orleans, which was the state capital at the time. In 1849 the capital was moved to Baton Rouge, and the library also moved. [2] During the Civil War the library was moved back to New Orleans to protect the collection.

Belaire was founded in 1974. The first principal of Belaire High School was Thomas Holliman. A group of students from all over the Baton Rouge community helped define the school colors (burnt orange, royal blue, and white), and the school mascot. Today, they are still known to be the Belaire Bengals.
