The categories presented below are not used to measure the strength of a storm, but are rather indicators of how severely the snowfall affected the population in the storm's path.

Ice and snow accumulations were reported. Ice accumulations peaked at 1/6 of an inch, while snow accumulations were as high as 6.2 inches (16 cm) in Bakersville and near New Hartford. [18] Ice damage was reported in Middletown and Newtown, and 30,000 power outages were attributed to the ice, including 100 percent of power out in Bethany.
The storm developed in a similar fashion to how the previous blizzard originated. On February 14, a clipper system moved off the East Coast and began to intensify rapidly. By midnight, it had gained most of the required criteria to meet blizzard conditions in eastern New England.
The storm also affected parts of New England still recovering from the previous week's ice storm that left over 1 million customers without power. By December 19 the storm sped up and dumped 8 to 12 in (200 to 300 mm) across parts of the northeast, including 12 inches from western New York to western Massachusetts.
