The first production cars, consisting of an order of 50 sleeping cars, entered service in 1994. From 2015–2016, 70 Viewliner II baggage cars entered service.
All units are now stored; to avoid duplicate numbering with ACS-64 units 650–664, Amtrak renumbered its retired HHP-8s to 680–694. Philip Morris sued Amtrak in 2019, alleging that Amtrak had cannibalized eight of the fifteen locomotives for parts, in violation of the terms of the lease.

The Siemens ACS-64, or Amtrak Cities Sprinter, is an electric locomotive designed by Siemens Mobility for use on the Northeast Corridor (NEC) and the Keystone Corridor in the northeastern United States. The design was based on locomotives Siemens created for use in Europe and Asia, but with changes to comply with American standards.
Amtrak did not initially assign nomenclature for its livery; model railroaders began referring to this first paint scheme as Phase I and numbering all subsequent phases sequentially using Roman numerals. Amtrak later made the Phase numbering scheme the official terminology.
The Horizon is a type of single-level intercity railroad passenger car used by Amtrak, the national rail passenger carrier in the United States. Amtrak ordered the cars to supplement their existing fleet of Amfleet I single-level cars used on shorter distance corridor trains.
